1. To set up your voice mail, open your Phone app and swiped down from the top of the screen.
2. Then tap on Settings option.
3. On the list, tap on Voice Mail and type your voice mail access number and password. Now your friends can leave a voice mail whenever you can’t pick up your phone.
4. Now to set up speed dial, go to your list of contacts
5. Touch and hold a phone number or contact for few seconds. Select Add to Speed Dial. You’ve just added a contact to your speed dial list.

I did all that, but how do you access the additional speed dial contacts that are off the screen? I have set up 6 speed dials, but only 3 and my voice mail are visible. I can't seem to access any more speed dials.
It seems that you are only seeing 3 of your voice mails.
Try this steps;
Go to the 'Calls' tab in the phone, at the top are three large icons.
One is Voice Mail, and there are two others. Press on one of the blank ones, and the contacts list will be displayed - select which contact to assign, then click on the number.
Just follow the instructions when you've used the second one, it shows how to add more.
You can set up to 9 speed dials by touching and holding on any contact and mark them as a favorite.
